The National Veterinary Services Laboratories (NVSL) Director is responsible for the overall planning, coordination, and direction of the NVSL. The NVSL is a world reference laboratory in veterinary sciences and deals with many complex diseases and pathogens, affecting both animals and humans. The NVSL diagnostic laboratories provide scientific and technical support to the Animal and Plant Health Inspection Service (APHIS) Program Units engaged in regulations, enforcement and animal disease control and eradication. The Center for Veterinary Biologics (CVB) Director provides the overall planning, coordination, and direction of the CVB. The CVB is responsible for the administration of USDA's Veterinary Biologics Program which implements the provisions of the Virus Serum Toxin Act (VSTA) of 1913, as amended to assure the purity, safety, potency and efficacy of biologics products shipped into or from the United States for the diagnosis, treatment, or prevention of disease of animals. The CVB is also responsible for ensuring that the veterinary biologics program is conducted in compliance with the National Environmental Policy Act (NEPA) of 1969 and other related statutes, executive orders, and regulations.
